The Failure of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Considerable effort is allocated on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track missile launches from enemy soil, a capacity afforded by current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems thundered: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to sober acceptance: perhaps the approaching threat won't hit its mark this time, sparing the city from devastation and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun opened up on a drone somewhere nearby, part of a defensive team – most likely Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to substitute in the short term.

Failed Diplomacy

The detailed framework from Washington sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new proposal from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This trend will, certainly, continue.

Political Considerations

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unfeasible to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does little to discourage Russia, through statements or actions, from assuming that the current condition will not evolve additionally in its benefit in the coming year.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but averting a entire defensive failure until situations evolve in its favour.

Present Conditions

Factually, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a just a single week to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
